STUTTGART, Germany — In a change of command ceremony at Kelley Barracks headquarters in Stuttgart, Navy Rear Adm. Ronald Foy took over as head of Special Operations Command Africa (SOCAF), assuming responsibility for countering terrorism and defending U.S. interests on the continent. He succeeded Rear Adm. Milton Sands, who had held the position for the past two years.

Gen. Michael Langley of U.S. Africa Command praised SOCAF’s role as a first responder in safeguarding American interests in Africa. With a strong focus on counterterrorism efforts, the command’s top priority under Foy’s leadership will be to equip African partners with the necessary tools to combat terrorist groups effectively. Moreover, the command must ensure continued access for U.S. forces to carry out crisis response missions on the continent.

Adm. Foy brings a wealth of experience to the position, with a career centered around Navy SEAL missions and extensive command roles at various levels. His expertise and leadership will play a crucial role in guiding SOCAF’s operations in Africa.

During Rear Adm. Sands’ tenure, he was known for his candid advice and willingness to challenge tough decisions within AFRICOM. Gen. Langley commended him for his valuable contributions, which strengthened the organization and its capabilities.

While counterterrorism remains a primary focus, other geopolitical factors demand attention. China’s increasing military presence and Russia’s efforts to gain influence in Africa are significant considerations. Of particular concern is the Russian private military contractor Wagner, which recently relocated to Belarus after facing a setback in Ukraine. Wagner’s presence has expanded in regions such as Mali and Libya, raising alarms in Washington.

Gen. Langley emphasized the importance of distinguishing the U.S. as a “partner of choice” in Africa, setting it apart from entities like Wagner and the Kremlin. Building trust and engendering strong alliances will be essential in maintaining the competitive advantage of the U.S. and its allies in the region.

As Rear Adm. Foy assumes command, he faces the critical task of addressing terrorism while navigating the complex geopolitical landscape in Africa. The region’s stability and security will rely on SOCAF’s ability to build effective partnerships and respond swiftly to emerging threats. With his extensive background in SEAL missions and leadership roles, Adm. Foy is well-positioned to lead SOCAF in fulfilling its mission on the African continent.
